    Jerry, I was in the nuclear deterrent end of the submarine service and our contention was that there really is no such thing as an effective ballistic missile “shield,” especially when an attacker can literally "rain" hundreds, or even thousands of free falling independently targeted nuclear warheads, all launched from multiple warhead reentry vehicles launched into Earth's orbit.  From launcher to target is only a few fleeting minutes.

     

    We were of the school of thought that ABM money is better spent building up a massive and devastating "Second Strike Capability" that would make an attack on the United States or our treaty allies pure suicide.  "Mutual Assured Destruction" (MAD) kept the peace and averted a thermo-nuclear exchange with the Soviet Union bent on global domination for half a century.  Perhaps it would still work if the politicians and the diplomats would let it.
