This guy is beginning to remind me of the old Soviet Union, where hero awards and other rewards were considered important. Awards are entirely unimportant. It seems that the navy and other branches have awards for almost anything.
What's important is the individual's performance. Whether an award is granted is unimportant. We have many top officers that have received a wide array of awards, but their real level of competence is suspect.
What's next? An award for being alive?
