Was LCDR or CDR Herb Stephen ever skipper of the Preserver? When he made Captain (former QMCS and WO/CWO) and PBR skipper in the Delta. He was CO of AmphiBase Little Creek in the 1980.s or 90s.

Had a number on encounters with CDR Chris, I thought he was one of the straight-up and truthful officers in Mine Warfare. Always told it like it was or would be. I assumed he was former enlisted, but never knew for sure. Any chance if he is still living?
In 2004, I went to work for General Scientific Corp. in DC and we held a contract with the Mine Warfare people at NAVSEA. One of the old timers there asked me if I had worked with CDR Chris and he relayed some great stories about how he busted the butts of the NAVSEA folks about mine warfare.
