"Since the Pea coat is part of a "uniform", it appears that it would only be considered proper at special occasions by retirees. From the text below, I think wear by a veteran is not sanctioned at all.

I served active Navy '68- '72. Is is appropriate to wear my Pea Coat with my rank and rating still sewn onto the sleeve? I understand that current regs don't provide for any ranks etc. on pea coats. Thanks for any input. CTI2 E.A. Madsen
